Going by pass trends, you will be able to update to new iOS on September 17th around 1pm PST (4pm EST) if you live in North America.

Apple is broadcasting the event to people using Safari browser, but if you have the VLC, you can tap into it! You can download VLC for Windows or Android > click Media > Open Network Stream > Copy and paste the URL link bellow into the network. If you’re using Firefox or Chrome, and you have VLC installed, you may also be able to just paste the URL straight into a browser tab. Your browser will recognize that it’s a network stream and load VLC as a plug-in.
